Novotx Acquires SAM IS Asset Management from VHB to Advance Strategic Infrastructure Planning for Municipal Clients  

Riverdale, UT – December 19, 2025– Novotx, a leading Esri Gold Partner and developer of the GIS-based Elements XS platform, today announced the acquisition of the SAM IS® asset management software intellectual property from VHB. This strategic move reinforces Novotx’s commitment to empowering municipalities and utilities with advanced tools for infrastructure planning, asset investment optimization, and long-term service delivery.  

Originally developed by VHB’s transportation and GIS experts, SAM IS has helped communities manage infrastructure assets with precision and foresight. Now under Novotx stewardship, SAM IS will continue to operate as a standalone solution with plans underway to integrate its capabilities into the Elements XS platform. Both systems share a GIS-based architecture that leverages Esri® ArcGIS® for spatial context, enabling agencies to visualize infrastructure data, prioritize investments, and make informed decisions through a unified asset repository.  

Novotx will assume full responsibility for SAM IS product support, development, and customer engagement. Existing SAM IS users will experience a seamless transition, gaining access to Novotx’s dedicated municipal focus, responsive support, and expanded GIS capabilities — including mobile field tools, risk-based planning, and integration with Esri’s ArcGIS platform.
