The City of Waterloo has steadily expanded its use of GIS from a limited set of tools into an enterprise program that supports departments across the organization. Working with GIS services partner Pro-West & Associates , the City consolidated GIS users, standardized data, and established a scalable ArcGIS foundation under an Esri Enterprise Agreement.
As GIS adoption grew, department leaders began looking for a modern asset management and work order solution that could bring consistent value across diverse workflows—from utilities and fleet maintenance to inspections and field operations. The City selected Novotx Elements XS for its intuitive user experience, responsive support, and ArcGIS-centric approach to asset management. Today, Waterloo is using Elements XS and ArcGIS together to digitize and connect workflows that were previously paper-based, improve cross-department coordination, and produce operational and cost reporting that was not feasible with spreadsheets and legacy tools.
